CAP has consistently partnered a U.S-China exchange foundation created to “co-opt and neutralize sources of potential opposition to the policies and authority” of the CCP and “influence overseas Chinese communities, foreign governments, and other actors to take actions or adopt positions supportive of Beijing.”
In other words, the CAP is a CCP advocate, and Neera Tanden was a founding member.

The academy was flagged by the FBI for ties to China's Ministry of State Security. The FBI described them as a "front group for Chinese intelligence collection and overseas spy recruitment".
The academy was also involved in a 2019 case where CIA operatives sold classified intelligence to China.
Praised China, Worked With CCP Confucius Institutes
She praised China's role in promoting good governance, gender equity, and the rule of law in Africa.

In 2017, the Chinese government had funded 103 Confucius Institutes in the United States. It's the way the CCP infiltrates American universities to spread propaganda. Biden just removed the Trump-era rule that aimed to expose similar CCP infilitration
Nominee to head CIA
Burns is the president of the think tank Carnegie Endowment for International Peace.
The think tank received up to $2 million from think tanks with CCP ties. As president, he hosted a government celebration in China where they met with CCP operatives.
The Carnegie think tank also has a board member that serves as a CCP advisor.

The center has taken millions of dollars from the CCP and appoints CCP affiliates as fellows and speakers.
The center describes its purpose as “helping advance China’s legal reforms, improving U.S.–China relations, and increasing understanding of China in the United States”.
